الليبريشن تتهم الأمم المتحدة بالتغاضي عن جرائم القتل في الجنوب وتدعوها لتشكيل لجنة تحقيق دولية

السيدة بيلاي مفوضة الأمم المتحدة السامية لحقوق الإنسان

بعث ممثل منظمة الليبيرشن في جنيف السفير سعيد مقبل طالب رسالة عاجلة إلى مفوضة الأمم المتحدة لحقوق الإنسان السيدة نافانيثيم بيلاي، وضعها فيها بصورة المجزرة الجماعية التي ارتكبتها قوات الجيش اليمني أمس الجمعة في مدينة الضالع جنوب اليمن ، إضافة إلى صورة المجازر المتكررة بحق الشعب في الجنوب منذ بدء انطلاق الهبة الشعبية في العشرين من ديسمبر الحالي.

وانتقدت الرسالة - تحصل عدن الغد على نسخة منها -  تجاهل الأمم المتحدة والاتحاد الأوروبي لجرائم القتل التي تحدث في الجنوب وعدم رغبتهم الواضحة في عمل أي شيء تجاه ذلك ، ويبرز هذا التجاهل بحسب الرسالة " من خلال فشلها في اتخاذ الاجراءات اللازمة لضمان حق شعب الجنوب في استعادة دولته المستقلة.

الرسالة دعت المفوضية السامية "للضغط على الأمم المتحدة لتشكيل لجنة تحقيق دولية للوقوف على هذه الجريمة المأساوية التي تاتي في إطار جرائم الإبادة الجماعية التي ترتكبها القوات الحكومية وميليشيات الاصلاح بحق الجنوبيين والتي بلغ ضحاياها 3000 الف قتيل حسب توثيق مدافعين عن حقوق الإنسان".

كما طالب السفير طالب " المفوضة السامية بحث مجلس الأمن الدولي على احترام إرادة الشعب الجنوبي وحقه في الاستقلال واستعادة دولته المستقلة و إحالة الجناة إلى المحكمة الجنائية الدولية كخطوة أولى حاسمة نحو العدالة لشعب الجنوب" .

Dear Mme. High Commissioner,

I take this unfortunate opportunity and the climate of fear and intimidation prevails in the South, where the evidence of fresh blood was everywhere today in the South. I express grave concern over the serious and growing killings and other human rights violations taking place daily in this part of South Arabia.

In recent days, the Yemeni forces continues to conduct indiscriminate air and artillery and tanks strikes on residential areas in the South, 20 civilians killed and 30 injured only today, including men and children, and over the last Seven days the was 31 killed and 93 injured (please take a quick glance at the list attached).

During the last six years, human rights defenders has extensively documented killings of 3,000 young men, women and Southern children perpetrated by government forces and the Islah party militias against  Southern peaceful demonstrators, and concluded that they have committed crimes against humanity and war crimes.

It is becoming increasingly obvious that getting away with murder in the South is made easy by the apparent unwillingness of the current UN mechanism to do anything to address this trend is bitterly disappointing. It is also completely in complete disregard of the UN and the EU, by failing to take action to ensure the right of the people of the South to  their Independence towards restoring its independent State.

Madam High Commissioner,

I once again call you to underscore their responsibility to protect people of the South and to play an active role by coordinating rather than waiting for other NGOs to take the initiative and to meet the urgent need for effective measures, for the protection of the people of the South, and end to the increasing occurrence of mass killings in the South, I urge you to take the following measures:

The UN should immediately review the management and handling of Southerners protection by the OHCHR. This requires a sense of Early Warning an urgency: the unrestrained killings occurring in the South at present will be neither solved nor abated until the UN recognizes that immediate and effective protection is the missing element. Until witness protection is taken seriously.

The urgent need for accountability, these tragic killings confirms the need for a international investigation commission.

I urge the UN Security Council respect the will of the people of the South in their right to their independence and to restore their independent state and to to refer the perpetrators to the ICC as a crucial first step toward justice for people of the South.

I trust that you will share in our concern for the human rights situation in the South and act immediately.
